The approach involves assessing the current system’s flaws, proposing new tariff and budgeting principles, developing a tariff calculation model, and analysing and testing the new system in the programme´s pilot regions and municipalities. A task force with international experience will lead this, leveraging experiences from similar systems in Europe, particularly from Sweden.
Expected deliverables are a comprehensive report with recommendations for updating the tariff system, a simulation tool for municipalities to set tariffs, draft legislation for financial guarantees after landfill closures, and a user training programme on the new system. Scheduled to start in 2024 and conclude by 2025, the programme will include close cooperation with beneficiary ministries in developing recommendations, draft legislation, training content, etc., and pilot testing of the revised tarif f system in selected pilots. Advocacy support to implement the reform and further monitoring of and support for its implementation will most likely continue beyond 2025.
Reform of the tariff system
This component aims to support necessary reforms to the current outdated municipal waste management tariff system, to enhance sustainable financing of the sector. The objective is to enable beneficiaries to table proposals for an updated tariff system reflecting sustainability principles, including the polluter pays principle, the waste hierarchy, and circular economy goals.
