Key activities include building a systematic approach to municipal waste management guidelines, covering aspects such as current conditions, waste composition, targets, organisational structures, funding mechanisms, and systems for waste collection, transportation, recovery, and treatment. This approach aligns with EU and national targets and incorporates considerations for landfill closure and environmental protection regulations. Partners will then be assisted with the precise formulation of guidelines, to be tested in the work with pilot municipalities under Area B.
This component will also deliver training tools for both in-person and online use, programmes for training of trainers, and training activities open to all stakeholders, not only those involved in the pilots.
Resources for the component include a task force for pilot implementation, collaboration with local government associations, key consultants from selected countries with established waste management systems (such as Sweden), and the involvement of Ukrainian ministry personnel, coordinated with SwEPA.
The component timeline anticipates that guidelines and planning tools will be available in 2025, with planning activities commencing then. This schedule is contingent upon the integration of EU waste management rules into Ukrainian law, with training awaiting the finalisation of these laws to prevent redundancy and ensure alignment with national policies.

The component aims to improve waste management planning at local, intermunicipal, and regional levels in Ukraine, addressing the current lack of updated guidelines aligned with EU waste directives. It seeks to provide comprehensive planning guidelines, focusing on best practices, planning tools, and recommendations, building upon legislation developed nationally with support of SwEPA. The objective is to enable MinDevelopment and MinEnvironment, in consultation with regional and local partners and other stakeholders, to adopt guidelines that will enhance waste management capacities across various administrative levels.
